MoM held for purchase of quality raw materials for effective mess operations

Considering the consistent demands from boarders of the hostels and UoH Students’ Union that all supplies to the mess facilities be done from one central/ state agency in order to maintain uniformity in quality of raw materials and food, accountability, curbing financial irregularities, and lessening the heavy burden on Mess Secretaries, a meeting was convened by the Chief Warden on 03-04-2018 at 3.00 P.M. in Dr. C.V. Raman Auditorium to propose a Mess Supplies Committee (MSC) for purchase of quality raw materials for effective operation of messes.

As per the Meeting Notice dated 27/03/2018 (Copy enclosed as ANNEXURE I), the meeting started at the scheduled time. Prof. Debashis Acharya, DSW, Prof. B. Rajashekhar, former CW and DSW, two Deputy Chief Wardens, Wardens of Hostels with Mess facilities attached to them, the President and Secretary, UoH SU, representatives of various students’ organisations, members of Mess Management Committee and Hostel Committee attended the meeting (Copy of the attendance sheet is enclosed as ANNEXURE II).

At the outset, Prof. Vasuki Belavadi, Chief Warden welcomed the gathering and appraised all about the need of conducting the meeting. He presented a proposal (Copy enclosed as ANNEXURE III) highlighting the challenges and issues with the present purchase procedure followed in all hostel on campus. Discussing the pros and cons, he proposed the formation of a Mess Supplies Committee and its features and functioning style in order to maintain uniformity in quality of raw materials and food, accountability, curbing financial irregularities, and lessening the heavy burden on Mess Secretaries. He also requested the representatives of various students’ organisations and members of Mess Management Committee and Hostel Committee to suggest some new name to this committee and any modifications, if any, in the proposed model.

Upon request, he also permitted one of the MH-J&K boarders to present his observations. Then the house was open for discussion. Some student representatives strongly felt the need for a separate meeting to address ‘administrative issues’ that the Chief Warden ought to address. Various issues related to the proposed model were discussed in details. Everybody was given a fair opportunity to comment. Nevertheless, majority of the representatives agreed in-principle for the introduction of Mess Supplies Committee (MSC) and its functioning in the said three hostel messes opened during summer vacation on pilot basis.

At the end of the meeting it was decided to adopt the model for two months during the ensuing Summer Vacation on a Pilot Basis in three messes—MH-E (NRS), MH-J&K, and LH-III. Based on an immediate review of the same, it would be extended to the other hostels.

Therefore, it was resolved that the proposed model of the Chief Warden would be operational initially for two months during the ensuing Summer Vacation (May and June 2018) on pilot basis, following which it would be implemented in all other Mess Facilities after a review.

In addition to this, the following were also taken into cognizance by the Chief Warden for effective implementation.

(i) To extend a special incentive to the Mess Secretaries for shouldering the responsibilities.

(ii) To take appropriate measures to arrest the pilferage of material by kitchen staff.

(iii) To initiate disciplinary actions against errant staff.

(iv) To ensure that the vehicle for purchases be made available to the Ladies Hostel Mess Secretaries during the day to avoid inconvenience to them.

The meeting concluded with the decision to conduct a separate meeting with all the members of the present meeting for the appraisal of the pilot implementation of the proposed model and other administrative issues and challenges pertaining to all hostels.
